PM Vidyalaxmi is a Central Sector scheme, approved by the Union Cabinet on 6 November 2024, under which any student admitted to one of about 860 top-ranked higher-education institutions can take a collateral-free, guarantor-free education loan for the full tuition and course cost, with a 75% credit guarantee on loans up to Rs 7.5 lakh and a 3% interest subvention for families earning up to Rs 8 lakh a year.

What the Scheme Offers
- Collateral-free and guarantor-free loans covering tuition and other course-related expenses, from banks through a single digital portal.
- Credit guarantee of 75% of the outstanding default on loans up to Rs 7.5 lakh, which encourages banks to lend without security.
- 3% interest subvention during the moratorium period on loans up to Rs 10 lakh for students with annual family income up to Rs 8 lakh who are not covered by any other scholarship or subvention scheme; about 1 lakh students a year, with preference for government institutions and technical or professional courses.
- It supplements the existing Central Sector Interest Subsidy (CSIS) scheme, which gives full interest subvention during the moratorium for families with income up to Rs 4.5 lakh, and the Credit Guarantee Fund Scheme for Education Loans (CGFSEL).

Outlay and Implementation
- Rs 3,600 crore for 2024-25 to 2030-31; about 22 lakh students are expected to benefit.
- Administered by the Department of Higher Education, Ministry of Education, through the unified PM-Vidyalaxmi portal on which students apply and banks process loans; the subvention is paid through e-vouchers and central bank digital currency wallets.
- The scheme replaces the earlier Vidya Lakshmi portal model with a guarantee-backed, income-linked design.
Why It Matters
- Cost of higher education is the main reason meritorious students from modest backgrounds drop out; the guarantee removes the collateral barrier and the subvention lowers the effective interest.
- It works alongside scholarships such as the PM-USP and the National Scholarship Portal.
