- PMMSY is an umbrella scheme with two parts: a Central Sector Scheme (CS) and a Centrally Sponsored Scheme (CSS).
- Under the CSS, non-beneficiary projects are funded 60:40 between the Centre and the states (90:10 for North-Eastern and Himalayan states, 100% for Union Territories).
- For beneficiary-oriented projects the government share is 40% for the general category and 60% for SC, ST and women beneficiaries, shared between the Centre and the states.
- Support covers fishing harbours and landing centres, cold chains and ice plants, hatcheries and seed, cage culture, recirculating aquaculture systems and biofloc, ornamental fisheries, seaweed, fishing vessels, insurance and livelihood support for fishers during the fishing ban period.
- Fishers are covered by Group Accident Insurance, and the Kisan Credit Card was extended to fishers and fish farmers for working-capital needs.
PM-MKSSY: The Sub-scheme
- The Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY), approved in February 2024 with an outlay of Rs 6,000 crore for 2023-24 to 2026-27, is a Central Sector sub-scheme under PMMSY.
- It focuses on formalising the sector through the National Fisheries Digital Platform (NFDP), aquaculture insurance, performance grants and safety and quality assurance systems.
Where India Stands
- India is the second-largest fish producer in the world and the second-largest aquaculture producer, contributing about 8% of global fish production.
- Total fish production reached about 184 lakh tonnes in 2023-24, with inland fisheries and aquaculture contributing about three-fourths.
- Seafood exports were about Rs 60,500 crore in 2023-24; frozen shrimp is the largest item and the United States the biggest market.
