Introduction

Launched by the Government of India, this online procurement platform is designed to streamline and simplify the process through which government departments purchase goods and services. It aims to bring greater transparency, efficiency, and accountability into public procurement by creating a digital marketplace where government buyers can directly purchase from verified sellers. By reducing manual procedures and middlemen, the platform makes procurement more cost-effective and faster. At the same time, it supports broader national initiatives such as Make in India, promotes the participation of MSMEs, and strengthens the government’s push toward digital governance and improved public service delivery.

About the Government e-Marketplace (GeM)

  • Decision to Create a Dedicated e-Market:
    • Based on the recommendations of the Group of Secretaries, the Hon’ble Prime Minister approved the creation of a dedicated online marketplace for the procurement of goods and services by Government Organisations, Departments, and Public Sector Undertakings (PSUs). The objective was to build a centralized digital platform that would simplify and modernize the government’s procurement system.
  • Transformation of DGS&D into a Digital Portal:
    • This decision involved converting the traditional Directorate General of Supplies and Disposals (DGS&D) into a modern digital e-commerce portal. The transformation enabled government agencies to procure and sell goods and services through an online platform instead of relying on conventional and time-consuming procurement procedures.
  • Creation of Government e-Marketplace (GeM):
    • The Government e-Marketplace (GeM) was developed in a record time of just five months. The platform allows various Government Departments, Organisations, and PSUs to procure commonly used goods and services through an online system in a more streamlined and efficient manner.
  • Objective of GeM:
    • GeM is designed to improve transparency, efficiency, and speed in the public procurement process. By digitizing procurement, the platform reduces manual processes, increases accountability, and ensures a more transparent system for both buyers and sellers.
  • Procurement Tools for Better Value:
    • The platform provides several digital tools such as e-bidding, reverse e-auction, and demand aggregation to assist government buyers. These tools help departments obtain competitive prices and ensure that public funds are used efficiently while achieving the best value for money in government procurement.

  • End-to-End Digital Procurement Services:
    • GeM provides a completely digital procurement system that is paperless, cashless, and driven by an automated platform. By reducing manual intervention, it improves efficiency, simplifies procedures, and ensures a more streamlined procurement process for government buyers.
  • Wide Product and Service Categories:
    • The platform offers a broad range of goods and services required by government departments. These include items such as office supplies, vehicles, IT equipment, consultancy services, and manpower services, making it a comprehensive marketplace for government procurement needs.
  • Direct Purchase, Bidding, and Reverse Auction:
    • For lower-value purchases, buyers can directly procure products through the platform. However, for higher-value transactions, GeM uses competitive methods such as bidding and reverse auctions to ensure fair competition among sellers and to help the government achieve cost savings.

  • Limited Participation of Vendors:
    • Although GeM aims to include a wide range of sellers, many MSMEs and local industries still face difficulties in joining the platform. The registration process can be complex, and many small businesses have limited digital literacy or struggle with compliance requirements. As a result, fewer vendors participate on the platform, which reduces competition and limits the variety of products available.
  • Quality and Standardization Issues:
    • Another challenge relates to maintaining consistent quality and standardization of products. In some cases, buyers have reported that the specifications listed by sellers on the platform do not match the actual products delivered. This mismatch creates trust issues and reduces efficiency in the procurement process.
  • Technical and Operational Challenges:
    • GeM has also faced certain operational and technical issues such as portal downtime and slow processing speeds. These technical glitches sometimes interrupt smooth transactions. Additionally, delays in payment processing and order fulfillment discourage many vendors from actively participating in the platform.
