What is IPMDA?
- A technology-driven multilateral security initiative launched by the Quad — India, Australia, Japan and the United States.
- What it provides: a shared, near-real-time maritime operational picture across the Pacific Islands, Southeast Asia and the Indian Ocean.
How It Works
IPMDA fuses three data sources:
- Commercial satellite radio-frequency (RF) data
- Synthetic Aperture Radar (SAR)
- Automatic Identification System (AIS)
What it achieves: tracking dark vessels, preventing illegal maritime activity, and protecting Sea Lines of Communication (SLOCs).
Origin and Architecture
- Launched: formally announced by Quad leaders at the Tokyo Summit in May 2022, as a non-military, public-good initiative supporting regional maritime transparency.
