Context
DAANVEER, a citizen participation initiative to strengthen the digital infrastructure of Gram Panchayats, was launched by Vivek Bharadwaj, Secretary, Ministry of Panchayati Raj, in New Delhi. It enables citizens and organisations to voluntarily contribute computers to Gram Panchayats through the Meri Panchayat mobile application.
What It Is
- A transparent, end-to-end digital and verifiable platform enabling contributions towards identified technology and infrastructure needs of Gram Panchayats.
- Designed not merely to close the immediate computer gap, but to evolve into a long-term, citizen-powered ecosystem for strengthening local institutions.
- Institutionalises the spirit of voluntarism by providing a structured, accountable and seamless mechanism.
How It Works — The Process
- Donor accesses DAANVEER through the Meri Panchayat app.
- The app integrates with the DigiHaat marketplace, offering pre-approved computer bundles mapped to State-specific technical specifications.
- Delivery details are automatically populated, eliminating additional paperwork.
- Donors can track their contribution from dispatch to installation.
- Donors receive a digital certificate of appreciation.
The Four Design Features That Make It Credible
- Verified institutional needs — panchayats’ requirements are identified and validated, not self-declared by donors.
- Standardised contribution options — pre-approved bundles prevent the dumping of obsolete or mismatched equipment.
- End-to-end digital tracking — the donor sees where the contribution goes.
- Direct delivery — no intermediary handling of cash or goods.
The Existing Digital Governance Ecosystem It Builds On
- e-GramSwaraj — a single platform for panchayat planning, budgeting, accounting and online payments.
- Meri Panchayat — the citizen-facing mobile app providing information on panchayat representatives, funds, works and services.
- Sabha Saar — for recording and disseminating Gram Sabha proceedings.
- AuditOnline — for online audit of panchayat accounts.
- Gram Manchitra — a GIS-based spatial planning application for panchayat development plans.
