Context
Madanapalle Municipality, Andhra Pradesh, is emerging as a model Zero Waste City under Swachh Bharat Mission-Urban (SBM-U) 2.0. It applies an integrated scientific solid waste management model built on source segregation, decentralised processing and resource recovery. It also undertakes legacy waste remediation through bio-mining to reclaim landfill land.
Key Features
- Scientific Waste Segregation at Source
- Waste is segregated into biodegradable, non-biodegradable, and upcycling categories. Source segregation, mandated under the Solid Waste Management Rules, 2016, is essential for efficient waste processing.
- Decentralised Waste Processing
- Wet waste is treated through composting and vermicomposting, while dry waste is processed at Material Recovery Facilities (MRFs). Decentralised processing reduces transport costs, emissions, and dependence on large centralised plants.
- Resource Recovery & Circular Economy
- Non-recyclable waste is converted into Refuse Derived Fuel (RDF) for cement plants, while RRR Centres promote Reduce, Reuse, and Recycle, supporting a circular economy.
- Legacy Waste Remediation
- Bio-mining and bio-remediation are used to clear old dumpsites, recover usable materials, and convert reclaimed land into green spaces and productive public assets.
About SBM-Urban 2.0
- Launched on 1 October 2021 for five years, extended, with an outlay of about ₹1.41 lakh crore.
- Vision: “Garbage Free Cities” — building on SBM-U 1.0 (2014), which focused on Open Defecation Free (ODF) status.
- Key components: sustainable sanitation (ODF+, ODF++, Water+), complete solid waste management, remediation of all legacy dumpsites, used water management in cities under 1 lakh population, and air quality improvement through dust and construction waste control.
- Star Rating Protocol for Garbage Free Cities — 1-star to 7-star certification.
- Swachh Survekshan — the annual cleanliness survey and ranking of cities, the world’s largest such exercise, which creates competitive pressure among urban local bodies.
