The Atmanirbhar Panchayat Programme and the SAMARTH Panchayat Portal, launched by the Union Minister of Panchayati Raj in July 2026, aim to make panchayats financially self-reliant. The programme, anchored under the Rashtriya Gram Swaraj Abhiyan, helps gram and block panchayats turn idle local assets into bankable, revenue-generating projects, while the SAMARTH portal is a national digital platform for managing panchayats’ own source revenue – from taxpayer registration to online payment and real-time monitoring.

Context

  • The Union Minister of Panchayati Raj launched the Atmanirbhar Panchayat Programme and the SAMARTH Panchayat Portal.
  • Together they address the weakest link in rural local government: panchayats depend almost entirely on central and state grants and raise little revenue of their own.

Part A: Atmanirbhar Panchayat Programme

  • An initiative of the Ministry of Panchayati Raj, anchored under the Rashtriya Gram Swaraj Abhiyan (RGSA).
  • Assists gram and block panchayats in identifying idle local assets – buildings, ponds, markets, land – and untapped opportunities, and converting them into bankable, revenue-generating projects.
  • Aim: build sustainable Own Sources of Revenue (OSR) for Panchayati Raj Institutions and reduce fiscal dependence on grants.

  • A unified, configurable national digital platform for end-to-end management of OSR for gram panchayats.
  • Aim: digitise, streamline and standardise the complete OSR lifecycle, improving fiscal transparency, tax-collection efficiency and accountability in rural tax administration.
  • Features: taxpayer registration, automated demand notices, online digital payment, receipt collection and real-time revenue monitoring; standardisation of local taxes – property tax, user charges, trade licences and non-tax fees.
  • Track record: already active in Chhattisgarh and Himachal Pradesh with over 51 lakh taxpayers registered, demand notices worth Rs 95 crore generated and more than Rs 27 crore collected.
  • Expansion: onboarding under way in Maharashtra, Mizoram, Assam, Haryana, West Bengal and Uttar Pradesh.

Why Own Source Revenue Matters

  • The 73rd Constitutional Amendment (1992) created three-tier panchayats and Article 243H lets states authorise panchayats to levy taxes, but most panchayats raise well under 10 per cent of their spending.
  • Finance Commission grants (the 15th Finance Commission gave Rs 2.36 lakh crore for rural local bodies for 2021-26) are tied to conditions, and grant dependence weakens accountability to local taxpayers.
  • Digital collection reduces leakage and gives panchayats data to plan services.

Important Facts for Examsmost asked

  • Atmanirbhar Panchayat Programme: Ministry of Panchayati Raj, under RGSA; converts idle assets into revenue projects; goal – Own Source Revenue.
  • SAMARTH Panchayat Portal: national OSR platform; live first in Chhattisgarh and Himachal Pradesh (51 lakh taxpayers, Rs 95 crore demand, Rs 27 crore collected).
  • Constitutional basis: 73rd Amendment, 1992; Article 243H (taxation powers of panchayats).
