SEBI Grade A Salary and Job Profile: Pay Scale, Perks and Promotions

In one line

SEBI is a statutory regulator, not a government department, and it does not follow Pay Commission scales. That single fact explains why an Assistant Manager at SEBI starts materially above an equivalent officer at most public sector banks, and it is worth understanding before you compare offers.

Pay scale

The scale published in the 2025 advertisement:

₹62,500 – 3,600 (4) – 76,900 – 4,050 (7) – 1,05,250 – EB – 4,050 (4) – 1,21,450 – 4,650 (1) – 1,26,100

Read it as a ladder: you join at a basic of ₹62,500, then take four annual increments of ₹3,600, seven of ₹4,050, cross an efficiency bar, four more of ₹4,050 and a final one of ₹4,650 — reaching ₹1,26,100 basic at the top of the Grade A scale. In practice you are promoted out of this scale long before you exhaust it.

Both figures are from the official advertisement and are gross, before tax and NPS. The ₹41,000 difference is the housing component — so the comparison is not “more money versus less money” but “₹41,000 versus a flat in Mumbai”, and in Mumbai that is a real contest.

What lands in your account is lower. Income tax and the employee NPS contribution together take a significant share, and the exact amount depends on your tax regime and declarations. Plan against the gross figure for comparison purposes and against a materially lower number for your monthly budget.

What makes up the gross

Beyond basic pay, the package is built from a set of allowances and reimbursements — dearness allowance, house rent allowance where accommodation is not taken, a grade allowance, a special allowance, and reimbursements for fuel, telephone, medical expenses and similar heads. The exact components and amounts are revised from time to time by SEBI’s board, most recently in the 2025 revision that lifted the starting basic.

Treat any component-by-component salary slip you find online as indicative. The two numbers SEBI itself stands behind are the pay scale and the gross emoluments above.

Benefits beyond the salary slip

  • Housing — SEBI accommodation, or HRA if you decline it.
  • Medical cover for the officer and dependants, with an annual health check.
  • Loans at concessional rates — housing, vehicle and personal, at rates far below market. Over a career this is often worth more than several years of the visible salary difference.
  • Leave travel, children’s education support, furniture and equipment entitlements, and a subsidised canteen.
  • NPS, with an employer contribution alongside your own.

Probation

Two years. Confirmation follows satisfactory performance, and the advertisement sets out the conditions in full.

The job itself

SEBI regulates India’s securities market, and Grade A officers do the regulating. Depending on the department you are posted to, the work looks like:

  • Market regulation and corporation finance — examining offer documents, listing compliance, takeover and disclosure matters.
  • Surveillance — watching trading patterns for manipulation, front-running and insider trading.
  • Investigation and enforcement — building cases, issuing show-cause notices, adjudication.
  • Investment management — mutual funds, alternative investment funds, portfolio managers.
  • Legal affairs — drafting regulations, appearing in and supporting matters before SAT and the courts.
  • Policy and research — consultation papers, market studies, the analytical work behind new regulations.
  • Information technology — the systems that carry all of the above.

Postings are at the Mumbai head office and the regional offices at Delhi, Kolkata, Chennai and Ahmedabad, with local offices elsewhere. Most officers begin in Mumbai. Transfers exist but the footprint is small, so this is a largely metro career — a genuine consideration if you are weighing SEBI against a bank or NABARD, where postings can be anywhere.

Honestly stated: the work is deadline-driven and paper-heavy, and enforcement and corporation finance departments run long during busy periods. What candidates who joined report as the compensating attraction is the substance of the work — regulatory decisions at SEBI reach the market quickly and visibly, and the exposure to securities law and market structure is the best available anywhere in the Indian public sector.

Career progression

The ladder inside SEBI:

  1. Assistant Manager (Grade A) — entry
  2. Manager (Grade B)
  3. Assistant General Manager (Grade C)
  4. Deputy General Manager (Grade D)
  5. General Manager (Grade E)
  6. Chief General Manager (Grade F)
  7. Executive Director

The first promotion typically becomes available after a few years in Grade A, subject to performance assessment and the internal process. Note that the Chairperson and Whole Time Members are appointed by the Central Government rather than reached by internal promotion — the officer track tops out at Executive Director.

How it compares

Against RBI Grade B, the pay is broadly comparable and both are regulator careers; RBI’s remit is wider and its posting network far larger. Against NABARD Grade A, SEBI pays more and sits in the financial markets, while NABARD’s work is rural and developmental with postings across the country. Against a public sector bank PO, SEBI is substantially ahead on both pay and the nature of the work, and substantially behind on the number of posts available — 110 against several thousand.
